The papers consist of private letters from Charles Stuart to Henry Dundas, lst Viscount Melville, and to his friend William Dundas, the latter's nephew, with extensive enclosures, largely minutes and reports by Stuart, and copies of official correspondence and dispatches. The private correspondence contains particular detail on fiscal policies and the internal politics of the Bengal administration.

Scope and Contents The founder of the family was Gilbert Elliot (1651-1718), a younger son of Gavin Elliot of Midlem Mill. Gilbert Elliot was admitted to the Faculty of Advocates in 1688, created a baronet in 1700, and appointed a Lord of Session as Lord Minto in 1705; he acquired the lands of Headshaw in Roxburghshire in 1696, and added Minto to his property in 1703. The correspondence, which includes extensive memoranda and minutes, deals in considerable detail with the policies of the East India Company's Madras government towards the Raja of Tanjore, the question of the Tanjore and Arcot debts, and dynastic disputes in the royal house.

An original letter, with translation, of the Raja of Tanjore to Dundas (folios 123-137), is included in the Blackburne correspondence.
